An altar refers to the platform on which offerings are placed when conducting a sacrifice. And '백만' is not the number 1,000,000, but rather '백' (白), meaning white, combined with '만' (萬), meaning to become king through labor on earth. Therefore, 백만제단 means a place of worship where sacrifices are offered to resolve sin by sacrificing 'I' as an offering, so that people may be reborn as 하나님.
During the Jeondogwan era, Elder Park Tae-sun said he would build 백만제단 and Victory Altar, collecting building donations and even making blueprints, but never actually built them. Instead, he instructed Jo Hee-sung by phone to buy land, build the place of worship, and put up the 백만 Victory Altar sign.
